Changes to the Division of Corrections Staffing Table.

Recommended Action: Approve the changes to the Corrections staffing table as outlined below, effective July 1, 2017.

 

The Division of Corrections is requesting an additional Grade 123 position (1 FTE) to supervise 3rd shift at the Juvenile Residential Facility (JRF). Currently there is no supervisor on duty to accept evening admissions. The new Grade 123 position will be in the Corrections General Fund, fund center 33017-110. 

 

To add this new position at no additional cost to the county, Corrections requests the elimination of two Grade 120 positions; 20003252 and 20004629 from the staffing table.  The Grade 120 positions are currently vacant and fully funded in the 2017 and 2018 fund center, 33016-110. 

 

SB 367 focuses on juvenile justice reform, which allows for direct admissions during all shifts at residential facilities. Currently there is no supervisor on duty to accept evening admissions, as JRF serves as a continuum of detention with admissions only during regular business hours. Having a supervisor on 3rd shift will be essential to facilitate direct admissions under SB 367.

 

Alternatives:  Reject the request, which may lead to safety and security concerns during evening hours.

 

Financial Considerations:  These staffing table changes will result in $22,685 being returned to the general fund in 2017 and $47,207 in 2018.

 

Legal Considerations:  This action is authorized by K.S.A. 19-101.  A simple majority is required.
