Regional Recovery Support Center Agreement with South Central Mental Health Counseling Center (SCMHCC).

Recommended Action: Approve the agreement and authorize the Chairman to sign.
Background: Beginning in state fiscal year 2014 the State of Kansas through the Governor's Mental Health Initiative (GMHI) divided the state into regions, herein referred to as KDADS regions. KDADS selected a community mental health center to function as a "hub" within each of the regions. South Central Mental Health Counseling Center (SCMHCC) was designated the regional hub to serve this function for KDADS region 2 which encompasses Sedgwick, Butler, and Sumner Counties. The goal of the regional recovery hub is to enhance a strengths-based recovery environment for individuals and families served through the community mental health system.
In exchange for the planning and data reporting the regional recovery hub (SCMHCC) is obligated to allocate federal block grant funds for the region to each of the community mental health centers within the region in an amount equal to the total combined amount of the block grant funds each mental health center received in state fiscal year 2017.
This year the amount to be paid quarterly to COMCARE is $301,206.00.
Alternatives: This funding provides support to a portion of COMCARE's Crisis Intervention Services. The funding pays five case management positions, one clinician and a portion of an APRN This staff provide services to individuals who are uninsured or underinsured. If COMCARE doesn't receive this funding it will be necessary to find another source of funding in order to continue services provided by these staff members.
