Agreement with Kansas Department of Health and Environment to Provide Administrative Services for the Kansas Senior Farmers Market Nutrition Program (KSFMNP).

Recommended Action:  Approve the agreement and authorize the Chairman to sign.

 

Background:  The agreement is with Kansas Department of Health and Environment (KDHE) and Central Plains Area Agency on Aging (CPAAA) to assist with distribution of Kansas Senior Farmers Market vouchers.  The Kansas Senior Farmers’ Market Nutrition Program (KSFMNP) provides vouchers to qualified seniors residing in Sedgwick, Harvey and Butler Counties to purchase fresh, locally grown fruits, vegetables and honey produced by Kansas farmers’.  Access to fresh produce allows older adults to eat healthier and remain within the community.  

 

Alternatives:  Not approve the contract.

Financial Considerations:

The contract period is for five (5) years beginning January 1, 2017 through December 31, 2021.  There are no additional financial considerations.

Budget Authority Adjustment:  Additional budget authority is not being requested.  Sufficient budget authority is included in the 2017 budget. 

Expected Measurable Outcomes:  Increase accessibility of agricultural commodities to low income seniors and farmers market voucher utilization.

Requirements from Sedgwick County:  Should CPAAA be approved to accept the agreement, administrative actions required include administrative action for distribution of vouchers and end of year reporting. 

Policy considerations:  There are no policy implications.

Legal Considerations:  Pursuant to K.S.A. 19-101, fourth, the Board of County Commissioners has the authority "to make all contracts and do all other acts in relation to the property and concerns of the county..."  Approval is by simple majority.
