Background: The City of Wichita has provided a Resident Service Coordinator Program, in partnership with the Central Plains Area Agency on Aging (CPAAA), to provide resident service coordination for the Wichita Housing Authority (WHA), funded through the U.S. Department of Housing and Urban Development (HUD) since 2002.  This program is managed by the WHA and is funded by the U.S. Department of Housing and Urban Development (HUD) Resident Opportunity and Self-Sufficiency (ROSS) grant. The CPAAA will utilize a qualified employee to provide service coordination at four locations for 40 hours a week. The contract is for one year January 1, 2017 through December 31, 2017, and may be extended two (2) additional one year terms.  Resident housing locations for the service are:  Rosa Gragg, Greenway Manor, Bernice Hutcherson and McLean apartments.

The Resident Services Coordinator will assist residents to identify services that will assist them to remain independent and age in place, and will coordinate the delivery of services in the four public housing facilities listed above. Services include, but are not limited to, the coordination or delivery of the following:

•      Transportation coordination for tenants

•      Attendant and homemaker services

•      Health and wellness services

•      Legal and financial services

•      Assistance in filling out forms and documents

•      Medical, in-home therapy and prescription drug services

•      Assistance with tenant organization grant applications

•      Counseling

•      Crisis Control

•      Building community through support of tenant associations

•      Promotion of recreational, educational and social service activities and gatherings

 

Financial Considerations:  This agreement is for a total of $177,500 over three years - $59,167 per year from the ROSS grant thru the City of Wichita.

Requirements from Sedgwick County: Should the Division be awarded the grant, administrative actions required include quarterly program and financial reports, and provision of services through CPAAA.

 

Alternatives:  Not accept the agreement to perform Resident Service Coordination.

Legal considerations:  The authority for this action is K.S.A. 19-101, et seq.  The grant has been reviewed by the Sedgwick County Counselor's Office.  Approval of the grant application is by simple majority vote.
