Agreement to provide after hour mental health emergency services for South Central Mental Health Counseling Center (SCMHCC).

Recommended Action: Approve the agreement and authorize the Chairman to sign.

 

Background: As a licensed community mental health center, South Central Mental Health Counseling Center must provide 24-hour mental health services for consumers in Butler County. They have elected to contract with COMCARE’s Crisis Intervention Services (CIS) program, which provides 24-hour mental health services seven days a week for Sedgwick County, to meet this need. CIS will administer after-hour services between 5:00 p.m. and 8:00 a.m. weekdays, weekends, and holidays. The services provided include: 1) crisis intervention, counseling, and consultation for clients of SCMHCC, or residents of Butler County; 2) consultation with professional staff members of SCMHCC; 3) consultation and referral to professional caregivers, law enforcement agencies, and other service organizations regarding mental health emergency situations; and 4) answering service, information, and referral services. This agreements a renewal with no changes over the last year, and will allow COMCARE to continue partnering with SCMHCC in delivering these after hours services.

 

The contract outlines the specific guidelines to be followed for services provided. SCMHCC agrees to reimburse COMCARE $800.00 per month for administrative fees, $315.00 per inpatient screen hospital screen, plus $2.00 per minute for face to face televideo or emergency services.

 

Alternatives: The agreement provides needed services that must be delivered in a less densely populated area without creating a financial burden, and also generates additional revenue for COMCARE. Services are provided on an as-needed basis by COMCARE, without which SCMHCC would have to find an alternative provider.

 

Financial Considerations:

Administrative Fee: $800.00 per month

Inpatient Screen Hospital Screen: $315.00 per screen

Face to Face Televideo or Emergency Services: $2.00 per minute (not to exceed $180.00 for any single day)

Funding Source: 310036-17

Term: January 1st, 2017 to December 31st, 2017

 

Budget Authority Adjustment: No additional budget authority is being requested.

 

Legal Considerations: The authority for this action is K.S.A. 19-101 and a simple majority vote is required.

 

Policy Considerations: All Sedgwick County policies have been followed in the development of this renewal.
