INTERLOCAL AGREEMENT BETWEEN THE CITY OF WICHITA, KANSAS AND SEDGWICK COUNTY, KANSAS FOR THE MANAGEMENT AND OPERATIONS OF THE LAW ENFORCEMENT TRAINING CENTER.

The City of Wichita and Sedgwick County, through a cooperative agreement, have jointly operated a Law Enforcement Training Center since June 12, 1985. Both governing bodies desire to continue providing such joint law enforcement training, but have long understood that the current facility is inadequate the meet the growing needs of the Wichita Police Department and the Sedgwick County Sheriff's Office. The City and County have therefore jointly decided to purchase a new turn-key facility (the "LETC") located on the Wichita State University Innovation Campus. This agreement and corresponding resolution set forth the terms and conditions under which the City and the County will jointly operate and maintain the new LETC facility.

Financial Considerations: The parties agree that City and County shall each provide and maintain a budget for law enforcement training, which shall annually be adopted by the governing bodies thereof. For the first five (5) years of this agreement, it is understood that Wichita State University will pay all costs associated with the operations and maintenance of the LETC facility. Thereafter, the City and County have agreed that, at the conclusion of each calendar quarter, County shall invoice City for its one-half share of the total operating and maintenance expenses for the preceding three months, which shall be determined by subtracting the pro-rata usage share that is to be attributed to and contributed by Wichita State University, and then splitting the remainder equally.
