Request for additional budget authority in the 2016 Risk Management Fund Budget.

Recommended Action: Authorize the establishment of $290,500 in additional budget authority in the Risk Management Fund for 2016.
Background: In 2015, the Board of County Commissioners (BOCC) approved an agenda item (Legistar item 15-0793) to give the Risk Management Fund additional budget authority of $279,000 to replace the skylight at NCAT. The project was started in 2015 and was not completed until 2016 so payment was made from the current year's budget. The Risk Management Fund has also been paying increased insurance premium costs for the Ronald Reagan Building, for the building's contents, as well as settlements with claimants against the County. This has resulted in the Fund being short on budget authority to cover operating cost through year end.
Alternatives: Do not add additional budget authority to the Risk Management Fund, which would cause Risk Management to be unable to pay for costs associated with departmental or citizen claims until 2017.
Financial Considerations: There is sufficient fund balance in the Risk Management Fund to support the additional budget authority. No increase in the transfer from the General Fund is planned.

Legal Considerations: The authority of this action is K.S.A. 75-6110. A simple majority vote is required.
