Recommnended Action: Approve agreement and authorize the Chairman to sign.

 

Background: The Pathology Division of the Regional Forensic Science Center is responsible for the investigation of death, including the determination of the cause and manner of death, in cases of sudden, traumatic, and unexplained or other types of deaths that fall under the  jurisdiction of the District Coroner.  The Chief Medical Examiner is the head of the pathology Division of the Center and is supported by two forensic pathologists, technical and investigative staff.  In addition to the medical oversight provided to the Division, the Chief also carries an appropriate autopsy caseload.  The employment agreement is for the remainder of this year and then for an additional four year term, coinciding with the appointment term of the District Coroner.

 

Alternatives: Not engage the services of Dr. Gorrill.  This would cause the Center to have an insufficient number of FTEs to handle the caseload required to be investigated by statute and not have the appropriate professional oversight of the medical functions of the Pathology Division.

 

Financial Considerations:  Costs will be paid from 15006-110. The annual salary outlined in the contract is $190,000 annually and will be prorated for 2016.  Adequate budget authority for the position is in place in both the 2016 and 2017 budgets.

 

Legal Considerations: The authority for this action is K.S.A. 19-101, et seq.  A simple majority vote is required.
