Consideration of an agreement between Sedgwick County and the City of Wichita for the distribution of the Department of Justice, Office of Justice Programs Grant funding in the amount of $142,467.00.

Recommended Action: Approve the agreement and authorize the Chairman to sign.
On June 22, 2016, the Board of County Commissioners approved Legistar Agenda Item #16-402 which was a grant application for the continuation of the Internet Crimes Against Children (ICAC) Task Force. The taskforce includes two detectives, one from the Sheriff's Office and one from the Wichita Police Department (WPD). The grant application budget included funding of the Wichita Police Detective and related vehicle costs in the amount of $142,467.00. The county received notice of the grant award on August 26, 2016 which provided full funding as requested in the application. This agreement provides a subgrant mechanism whereby the County can reimburse the City of Wichita for grant-related costs of the WPD detective that were included in the approved grant award budget. Based on the approved budget the County will reimburse the City of Wichita up to $142,467.00 for allowable costs related to the ICAC Taskforce operations for the period 7/1/2016 through 6/30/2017.

Financial Considerations: The grant budget has been established in Internal Order #170015-16 and includes funds for this agreement. The 2017 budget included $112,480 for this award; additional contractual budget authority of $29,987 is requested in 2017 to match the actual amount of the award.
Legal Considerations: The authority for this action is K.S.A. 19-101, et seq. A simple majority vote is required. The terms and conditions of this agreement are substantially similar to prior agreements. The agreement has been reviewed and approved by the County Counselor’s Office.
