RECOMMENDED ACTIONS: Authorize the creation of a Sheriff's Office Legal Advisor position, approve the changes to the staffing tables as outlined below, and authorize budget transfers from the County Counselor’s budget to the Sheriff’s Office budget for 2016 and 2017.  Authorize this action to take effect on November 14, 2016.

Background:

The Sedgwick County Sheriff’s Office is requesting to add a new position type to the staffing table, entitled Sheriff Legal Advisor (grade 139). Once created, an Assistant County Counselor position (#20000234) would be retitled and moved from the County Counselor’s staffing table to the Sheriff’s Office staffing table.  On November 14, 2016, budget authority in the 2016 and 2017 budgets would be transferred from the Counselor’s Office to the Sheriff’s Office in the amounts outlined in the financial considerations section below.

 

Alternatives:  Leave the staffing table as is

 

Financial Considerations:  For 2016: $15,460;  For 2017: $115,409.  These amounts include an estimated salary of $83,000, plus benefits.  If the position is filled at $83,000, an additional agenda item authorizing the hire above minimum will be necessary. 

 

Legal Considerations:  K.S.A. 19-212, K.S.A. 19-101a and K.S.A. 19-805 provide legal authority for this action.  A simple majority vote is required.  This item should follow the Board's vote on revising Charter Resolution 60, section 6.
