AGREEMENT TO UPDATE BOUNDLESS PLAYSCAPE AT SEDGWICK COUNTY PARK.

In 2007 Sunrise Rotary Club (SRC) entered into an agreement with the County whereby a partnership was created that resulted in the development and opening of the Boundless Playscape at Sedgwick County Park.  SRC provided the vision, planning, and fund raising necessary and the County provided the park land and adjacent accessible parking lot.  Boundless Playscape is a unique park that features 70% of the playground equipment designed for children with disabilities,  It has been a tremendously appreciated park by the entire community, both those with and without disabilities.

 

A new vision and a project to expand and improve Boundless Playscape, within its current boundaries, is now planned and requires an updated agreement.  The proposed improvements will enhance the playground in the following ways:

                     The running track will allow for the feel of accomplishment through physical activity.

                     The hedge maze will allow for creative thinking and achievement through problem solving.

                     Expansion of the sound garden will aid in stimulating speech and motor skill development and encourage social interaction among children with special needs.

                     The new playground equipment pod will add additional space for interaction, activity, and socialization among users of all abilities.

                     The natural play area will encourage users to interact, imagine, and be more active in a natural, un-programmed setting.

                     New table and bench area with shade will provide a gathering space and comfort to families, groups, and other visitors to the park.

                     Materials and equipment used will reduce long-term maintenance of the existing site.

The terms of the new agreement state that SRC will provide the vision for the new project, raise the funds necessary, and provide the installation of the improvements according to the specific language of the agreement.  Upon completion and acceptance of any portion of the improvements, ownership transfers to the County with the related maintenance responsibilities. 

 

Alternatives:  The County could elect to not permit the additions to the Boundless Playscape.

 

Financial Considerations: No budget impact for operating and maintenance costs is expected. 

 

The County agrees to the following project financial contributions using Special Parks and Recreation funding:

1.                     Payment of the actual cost of the new “Generation Swing” not to exceed $1,500.

2.                     Payment of the actual cost of the construction documents for the project not to exceed $7,750.

The 2016 Special Parks and Recreation Fund budget has $15,425 remaining, which is adequate to cover the commitments.

 

Legal Considerations: Approval of agreement requires simply majority vote pursuant to K.S.A. 19-101a.
