The jurisdiction covered by the Wichita-Sedgwick County Unified Building and Trade Code (UBTC), which includes unincorporated Sedgwick County, the City of Wichita, and other cities within Sedgwick County that contract with the County, currently has in place a plumbing code that adopts and modifies the 2012 Uniform Plumbing Code (UPC).

Within the unincorporated area of Sedgwick County and in those second and third class cities that contract with the County, Sedgwick County is proposing to adopt a dual plumbing code, which would include both the 2015 UPC, with local amendments, and the 2015 International Plumbing Code (IPC). Along with the 2015 IPC, similar provisions of the 2015 International Residential Code (IRC) would apply to cover residential plumbing work, as the 2015 IPC only applies to plumbing work on non-residential structures. Both the IPC and IRC are published by the International Code Council (ICC). Under the proposed dual plumbing code, the contractor or property owner would be able to select the applicable code (UPC or ICC codes) for the project at the time of pulling the permit. The portion of the resolution pertaining to the UPC would become effective on November 1, 2016. The portion of the resolution regarding the IPC and IRC would become effective on January 1, 2017.

A public hearing is required to adopt the new plumbing codes by reference. The hearing is proposed to occur during the Board of County Commissioners meeting on October 5, 2016.
