Title

Agreement between the Workforce Alliance of South Central Kansas and Sedgwick County to provide job readiness and professional development services to Community Corrections clients.

Recommended Action: Approve the contract and authorize the Chairman to sign.

 

The Kansas Department of Corrections is working with various partners (national, state and local) to implement the Kansas Offender Risk Reduction and Reentry Plan, which includes various strategies to provide risk reduction and reentry programs, services and interventions.  Community Corrections agencies in Kansas are similarly engaged in risk reduction work; agencies are partnering with various organizations to address the risk/need areas of offenders, reduce admissions to prison and increase successful discharges from community supervision.  Workforce Alliance of South Central Kansas will provide job readiness and development services to offenders being released into or currently under supervision in Sedgwick County.  Annually there are over 800 offenders released to the counties served by Workforce Alliance of South Central Kansas from KDOC correctional facilities, with the largest number releasing to Sedgwick and Reno counties. This program began in 2012; this agreement is a renewal, and the term of this agreement is July 1, 2016, through June 30, 2019.

Financial Considerations: Per the agreement, Sedgwick County Department of Corrections will pay $13,000 each year for a total of $39,000 over a three-year period from cost center 33020-253, Adult Intensive Supervision Program. Additional budget authority of $50,000 is requested for 2016 as outlined in the attached budget form.

 

Legal Considerations:  The authority for this action is K.S.A. 19-101. A simple majority vote is required.
