Capital Improvement Program Amendment for Project R-338: 93rd St. North from Meridian to Seneca.  District 4.

Recommended Action: Approve the CIP Amendment, subject to approval of a project funding agreement with the City of Valley Center.

Public Works is authorized in the 2016 CIP to construct new pavement on 93rd St. North from Meridian to Seneca.  The project is adjacent to the City of Valley Center and the City has asked that the County extend the project from Seneca to Broadway.  Both the City and County expect to benefit from economies of scale.  Bids were received on April 26, 2016, and the the City and County have been working to finalize a project agreement.  The agreement was approved by the Valley Center City Council on June 7, 2016, and has been submitted to the Board of County Commissioners for approval on June 22, 2016.

Under the agreement, Valley Center will be responsible for $770,000 in project costs.  The County had budgeted $600,000 for its share of the project costs.  Based on the bids received, the County portion of the budget needs to be increased by $65,426 ($27,760.38 for construction and $37,665.62 for construction contingency.  The proposed amendment would increase the budget by $835,426.

The CIP Amendment has been reviewed and recommended by the CIP Committee and reviewed and approved by the County Manager.

Alternatives:

Financial Considerations:  The CIP includes $600,000 for construction of the portion west of Seneca. As bid, the County share is expected to be $627,760.38. A CIP Amendment is needed to increase the County funding by $65,426 ($27,760.38 for construction and $37,665.62 for a construction contingency). The agreement provides for $770,000 in funding from Valley Center and the proposed CIP Amendment will incorporate that funding into the project budget.  The County portion of the amendment will be funded with 2016 project cost savings from R-299 (Fund Center: 21551-231).
