Recommended Action: Approve hiring at 15% above the minimum for Bret Reynolds, a Construction Inspector, based on verification of more than ten years of construction code inspection experience.
Background:
MABCD would like to offer position 20008133, a Building Inspector III, to Bret Reynolds. Mr. Reynolds is a Construction Inspector in another municipality in Kansas with more than ten years of code inspection experience. He has a bachelor's degree and also possesses International Code Council (ICC) certifications in building inspection, plan review, and plumbing and mechanical inspections. Upon obtaining his electrical certification, Mr. Reynolds will possess the credentials required to be a Combination Inspector, which are ICC certifications in building inspection, plumbing inspection, mechanical inspection, and electrical inspection. Persons of this qualification and experience level are rare. Therefore, MABCD would like to fill this position as a Building Inspector III at 15% above the minimum until Mr. Reynolds achieves his combination certification by obtaining his electrical credentials.
Alternatives: Offer the minimum salary for a Building Inspector III. However, hiring at the minimum makes it difficult to hire and retain qualified construction inspectors with experience.
