Since 1998, COMCARE's Addiction Treatment Services (ATS) program has been providing alcohol and drug treatment for the City of Wichita Drug Court program. The City of Wichita released a competitive RFP (request for proposals) 2012, and selected ATS as the vendor they would like to continue providing these services. ATS provides a comprehensive treatment program based on three phases to meet the needs of the Drug Court population, which include assessment/evaluation, group and/or individual counseling sessions, after-care, and case management services. The goal of these treatment services is to promote client self-esteem, help them achieve self-sufficiency, and maintain long term recovery. Two full time Addiction Counselors, 75% of one Qualified Mental Health Professional, 50%of one support staff position, and 50% of one fiscal associate position are assigned to the program.

This renewal is the the fourth renewal of the possible four and doesn't have any significant changes from last year. Clients and/or their insurance, should they have coverage, will be billed for the treatment provided. Used as the payor of last resort, the City of Wichita will be billed for all otherwise unpaid program fees, including treatment and UAs, for referred clients.

Financial Considerations:

Revenue: Clients and/or their insurance will pay the fees associated with their treatment at ATS; the City of Wichita will be billed for any fees left outstanding. Though there are a variety of variables, ATS anticipates that this contract will produce approximately $239,535 in revenue, and costs are estimated at $226,917, generating $12,618 for the program.
