Recommended Action: Approve the agreement and authorize the Chairman to sign.

Background: As a licensed community mental health center, SMHC must provide 24-hour mental health services for consumers in Sumner County. They have elected to contract with COMCARE’s Crisis Intervention Services (CIS) program, which provides 24-hour mental health services seven days a week for Sedgwick County, to meet this need. CIS will administer after-hour services between 5:00 p.m. to 8:00 a.m. Monday thru Thursday, from 5:00pm Friday to 8:00am Monday and all holidays for Sumner County. The services provided include: 1) crisis intervention, counseling, and consultation for clients of SMHC, or residents of Sumner County residents; 2) consultation with professional staff members of SMHC; and 3) consultation and referral to professional caregiver, law enforcement agencies, and other service organizations regarding mental health emergency situations.

This contract is renewing services that were provided to SMHC last year. Due to billing changes regarding state hospital screens with the States Managed Care Companies (MCO) the fees charged to SMHC have changed slightly from last year. The contract outlines the specific guidelines to be followed for services provided. SMHC agrees to reimburse COMCARE $800.00 per month for administrative fees, $315 per state hospital screen completed, plus $2.00 (not to exceed $180 for any single day) per minute for face to face tele-video and/or emergent services.

Alternatives: The agreement provides needed services that must be delivered in a less densely populated area without creating a financial burden, and also generates additional revenue for COMCARE. Services are provided on an as-needed basis by COMCARE, without which SMHC would have to find an alternative provider.
