Capital Improvement Program (CIP) Amendment: Work Release Security System Upgrade Project.

Facilities is submitting a CIP Amendment for the Work Release Security System/Master Control Upgrade project. Bids have been received for this project. Additional funding is being sought, sufficient to provide a 5% contingency and fund the acceptance of the flooring alternate from the apparent low bidder.
More complete video surveillance within Work Release, which is a part of the CIP scope, required the project to either remove unneeded walls that opens video camera sight lines and reduce the number of required cameras or add many more cameras to surveil the cut up configuration. Facilities chose to remove walls. This requires floors to be patched where the walls are removed. Currently the pod flooring at this facility is carpet and in extremely bad condition. Patching carpeting is a part of the base bid, but it makes an already bad condition worse so an alternate in the bid documents was included to remove the carpet and use the much better long term solution, sealed concrete floors. Facilities believes this is an optimal time to seal the concrete flooring rather than patch with carpet. If this work is done now as part of the Work Release Master Control System Upgrade project, the Department is certain savings will be realized and that it will eliminate a future and higher cost CIP project.
Other justification for funding this alternate: This is a 24/7 correctional facility with inmates that have various working shifts so there is a constant wear on this carpet. Sheriff staff hears constant illness complaints from inmates concerned with mold from the aged condition of the carpet.
Project Services has combined three Work Release CIP projects (Master Control System upgrade, Parking Lot, and ADA) into one construction project at the Work Release Facility so that efficiencies and cost effectiveness would be improved.
