Recommended Action: Approve the Agreement and authorize the Chairman to sign.
The agreement designates Sedgwick County EMS as the primary provider of basic ground and advanced life support services for Wesley Medical Center, LLC, and all other owned and operated facilities with patients requiring such services. Several years ago, Wesley Medical Center had provided internal resources to transfer patients from campus to campus i.e. Wesley West ER to Wesley Medical Center, and utilized Sedgwick County EMS when their resources were unavailable. A few years ago Wesley made a decision to discontinue their internal transport service and elected to have Sedgwick County EMS provide that service.
Due to the escalating volume of transfers from Wesley Medical Center coupled with the increased ambulance transport rates, the financial impact for Wesley to have Sedgwick County EMS continue to provide this service has become unsustainable. Wesley's intentions were to fund their internal transport services again, or perhaps contract with another provider to provide this service at a lower, more competitive cost. Either of these options would have a substantial negative impact on EMS revenues.

Financial Considerations: Approval of this agreement will prevent the loss of approximately $1 million in annual revenue.
Legal Considerations: The authority for this action is K.S.A. 19-101, et seq. A simple majority vote is required.
