Title

Promotion of attorney from District Attorney's Office to County Counselor's Office.

Body

Recommended Action: Approve the recommendation to promote an attorney.

Background:  The County Counselor has extended a promotional offer of $83,000 (12% above policy) to Tyler Roush, Assistant District Attorney, to join the County Counselor's Office as an Assistant County Counselor.   Mr. Roush has a significant amount of relevant experience and will perform limited supervisory duties of his assigned practice group.  County policy requires that this be handled as a promotion rather than as a new hire situation.

Analysis:  This action will allow the County Counselor's Office to bring significant and relevant experience in filling the Assistant County Counselor position which will soon be vacated by Robert Parnacott.  The recommended salary is commensurate with the candidate's level of experience and knowledge of the areas of practice involved in performing certain duties required of the County Counselor.  This action will provide equity to the office staffing table.

Alternatives:      Do not approve the recommended action and continue to search for a qualified applicant.

Financial Considerations: The County Counselor's Office has determined that no additional budget authority is required in 2016 to fund the promotion.

Legal Considerations:  N/A

Policy Considerations: County Policy 4.2001 (Compensation - Wage and Salary Administration) provides that promotional salary adjustments above 10 percent additional must be approved by the Sedgwick County Board of Commissioners.
