Agreement for the Health Department to participate in the Data Application Integration Solution for the Early Years (DAISEY) through the Kansas Department of Health and Environment (KDHE) in efforts to streamline the mechanical reporting process of tracking and recording the data collected per grant requirements.

Recommended Action: Approve the agreement and authorize the Chairman to sign.

Background: Beginning in 2015, KDHE purchased two software components to enhance their existing infrastructure and move toward an electronic environment. The first component, called CATALYST, was rolled out in January. The purpose of CATALYST was to streamline the grant application process for the 2015-16 Aid to Local funding grant opportunity and electronic submission of required forms. (CATALYST did not require an end User Agreement for Agency like DAISEY.) The second component, called DAISEY, is a new web-based program accessible via the KDHE website. The purpose is to streamline the mechanical reporting process of tracking and recording the data collected per grant requirements. This will enhance both KDHE and their partnering agency's ability to monitor health outcomes of Kansas residents. DAISEY requires each user to sign a User Agreement in order to access and input required information into the web-based program. As a recipient of Aid to Local funding, KDHE is requiring the Health Department to complete the reporting process by uploading the required grant data collected via DAISEY software.

Analysis: The Health Department would like to begin participating in the use of DAISEY for the purpose of reporting required grant data to KDHE. DAISEY will allow program staff to streamline grant program requirements by utilizing the online reporting system for submission of required reports.
