Crossover Youth Practice Model Services Agreement.

Recommended Action: Approve the Agreement and authorize the Chairman to sign.

 

Georgetown University's Center for Juvenile Justice Reform will assist the Sedgwick County Department of Corrections in implementing the Crossover Youth Practice Model.  A four-person consultant team will provide on-site traning/consultation, monthly conference calls and webinars.  Expected outcomes include:  Timely identification of youth who have crossed over from current involvement with the child welfare system to contact with the juvenile justice system; increased system collaboration on identified crossover youth cases; increased inter-agency information sharing; and increased use of a coordinated case assessment, planning and management process for crossover cases.

 

Alternatives:  Do not approve the Agreement, which affects the department's ability to implement best practices in serving crossover youth.

 

Financial Considerations:  Funds are contained in fund centers 33026-110 and 33028-110 and will be transferred to a new fund center.  Under terms of the Agreement, the total amount of compensation paid by the County shall not exceed $79,938.  Sufficient budget authority exists in the 2016 budget.

 

Legal Considerations: The authority for this action is K.S.A. 19-101.  A simple majority vote is required.

 

Policy Considerations: This Agreement has been reviewed and "Approved As To Form" by the County Counselor's Office.
