Recommended Action: Approve the recommendation to hire two attorneys above the pay range minimum, and approve the recommendations for promotions for two attorneys.

Background:
New Hires: The County Counselor has extended an offer of $83,000 to two attorneys who will fill current open positions. This amount is over 10 percent of the minimum for these two positions. The minimum for Chief Attorney I is $63,814.00 and the minimum for Assistant County Counselor is $73,860.00. These attorneys have a significant amount of relevant experience and will perform limited supervisory duties.

Promotions: On October 12, 2015, the County Counselor selected Karen L. Powell from Chief Attorney I to Deputy County Counselor. Her salary will be $111,086.00, retroactive to October 12, 2015, and she will perform supervisory duties. Upon approval of this action, Justin Waggoner, Chief Attorney I, will receive a salary of $85,000.00 and will perform limited supervisory duties.

Analysis: The new hires will bring significant and directly relevant experience to the position. The recommended salary is commensurate with the candidates' levels of experience and knowledge of the areas of practice involved in performing the duties required of the county counselor. Promotions of the two attorneys are well deserved and will provide equity to the office staffing table.

Alternatives: Do not approve the recommended actions and continue to search for qualified candidates.

Financial Considerations: Estimated financial impact to the 2015 budget is $14,611. Sufficient budget authority exists in the departments's 2015 budget to fund the adjustments. For 2016, it is anticipated that the budget as adopted will support the adjustments.
