CONSIDERATION OF A GRANT AWARD IN THE AMOUNT OF $2,259,000 FROM THE KANSAS DEPARTMENT OF HEALTH & ENVIRONMENT (KDHE) TO PROVIDE THE SPECIAL SUPPLEMENTAL NUTRITION PROGRAM FOR WOMEN, INFANTS AND CHILDREN (WIC) AT THE HEALTH DEPARTMENT.

Grant Summary and Timeline:
The Health Department has managed the WIC Program in Sedgwick County (SC WIC) for the past 41 years. WIC is a federal program administered by the Food and Nutrition Service of the United States Department of Agriculture that provides healthcare and nutrition focused services to:
a) Women who are pregnant, post-partum, or currently breastfeeding; and
b) Infants/children under the age of five.
WIC services include: nutrition education, immunization screenings, lactation support, referrals to community and medical services, and supplemental nutritious foods.
To qualify for SC WIC services, an applicant must meet the following criteria:
1) Household income must be at or below 185% of the U.S. Poverty Income Guidelines (currently $44,863/year for a family of four); and
2) Found to have at least one medical or nutritional risk factor; risk factors include, but are not limited to: overweight, dental problems, anemia, low birth weight, and/or prematurity; and
3) Live or work within Sedgwick County.
The Federal Fiscal Year (FFY) 2016 grant award in the amount of $2,259,000 for the Health Department represents a slight increase of $110,528 or 5.15% compared to the previous FFY 2015 grant award of $2,148,472. This funding allocation includes additional funding to offset the increased cost of employee health and retirement benefits and annual merit increases.

Budget Authority Adjustment: Sufficient budget authority exists within the 2015 and 2016 Budgets; no additional budget authority is being requested. The FFY 2016 award of $2,259,000.00 is for the period beginning October 1, 2015 through September 30, 2016. Funds will be managed through Fund Center 38066-274. This funding supports a total of 42 positions with 5 positions currently vacant.
Personnel considerations: No new additional staff will be requested for this grant award.
Expected measurable outcomes:
In FFY 2016, the SC WIC program will:
1) Increase the percentage of women enrolled in WIC that initiate breastfeeding, from 77% to 79%.
2) Provide client centered education to caregivers of children ages 2 to 5 found with obesity so that >76% of the children found with a BMI above the 95th percentile on the CDC age/gender growth chart will maintain or slightly reduce their BMI.
3) Increase the number of Sedgwick County WIC participants who breastfeed for a duration of at least 3 months, from 33% to 35%.
Analysis: SC WIC has been assigned a caseload number of 11,769 for the new grant period; by contract, SC WIC is expected to stay within the preferred range of 98% - 103% (11,534 - 12,122) of this assigned caseload number and report when the participant caseload deviates from this range.
Alternatives:
The BoCC may elect to not accept the funding, which would require KDHE to find an alternate hosting agency to provide services for residents of Sedgwick County.
Policy considerations:
Legal considerations: The County may enter into this agreement pursuant to K.S.A. 19-101 et seq. Pursuant to the County's grant policies and procedures, this grant agreement requires approval of the Board of County Commissioners. A simple majority vote is required for approval.
