Professional Services Agreement between Sedgwick County and Vera Institute of Justice, Inc.

Recommended Action: Approve the Agreement and authorize the Chairman to sign.

 

Research has shown the positive correlation between family support and improved outcomes for juveniles involved in the justice system.  This agreement will allow the Vera Institute of Justice to partner with the Sedgwick County Department of Corrections to support the department's commitment of helping youth and families succeed.  Vera will use a three phase process to adopt a department-wide family engagement model: (1) assessment, (2) policy development and practice recommendations, and (3) measuring impact.  The project will be conducted over 18 months between November 1, 2015 and April 30, 2017. 

 

Alternatives:  Do not approve the Agreement, which impacts the department's ability to promote positive outcomes for individuals and communities.

 

Financial Considerations: The total cost for Vera's services under this agreement, inclusive of preparation time, travel and expenses is $210,000.  Vera will invoice County for $65,000 upon completion of Phase One; $75,000 upon completion of Phase Two; and $70,000 upon completion of Phase Three.  Phases One and Two will be completed in 2016, and Phase Three will be completed in 2017.  Sufficient funding for 2016 is included in the Public Safety Contingency, which will be transferred to Corrections, 33030-110, in January 2016.  Funding for 2017 will be included in the department's request for 33030-110.

 

Legal Considerations:  The authority for this action is K.S.A. 19-101.  A simple majority vote is required.
