2016 City of Wichita-Sedgwick County Flood Control Program Interlocal Agreement.

Recommended Action: Approve the agreement and authorize the Chairman to sign.
The resolution formalizes for the 2016 fiscal year the agreement between the City of Wichita and Sedgwick County to jointly fund and manage the Wichita-Sedgwick County Flood Control Program. If approved, the agreement will ensure the continued maintenance of the Wichita-Valley Center Flood Control Program in accordance with the standards established by the United States Army Corps of Engineers. The City of Wichita Public Works Department administers the program. Operational costs, including inspections, maintenance and repairs, are shared jointly by the City of Wichita and Sedgwick County. Previous agreements contributed to the successful maintenance of the project since its completion in the late 1950's.
The City of Wichita approved this agreement on August 11, 2015.
Alternatives: The Board of County Commissioners may elect to revise or reject the agreement.
Financial Considerations: If the agreement is approved, Sedgwick County will provide $1,091,129 to the City of Wichita to fund the Wichita-Sedgwick County Flood Control program in 2016, and the City of Wichita will provide the same amount of funding. The 2016 adopted includes sufficient budget authority. At the end of the year, any remaining unencumbered funds are returned to each party on an equal basis.
Legal Considerations: The authority for this action is K.S.A. 19-3301, et seq. A simple majority is required.
