Consideration of a Grant Application increase from the Kansas Department of Transportation (KDOT) in the amount of $647,111.00 for the funding of the Coordinated Transit District #9 which includes the Sedgwick County Rural Transportation Program.

Recommended Action:  Approve authorization to increase budget authority as provided in the Financial Considerations section of this request for additional pass through funds. Prior grant budget authority approved on 11/19/2014, Legistar item 14-1814, contract #4158-7.

Grant Summary and Timeline:   This is a request to increase budget authority for additional pass through funds for the Kansas Department of Transportation FTA 5311 Rural Transportation program administered by Sedgwick County Department on Aging Transportation providing General Public Transportation services in rural areas of the County and administrative duties for Coordinated Transit District #9, South Central Region. The original grant application was budgeted in the amount of $407,194 on 11/19/2014, Legistar item 14-1814, and registered in the County Clerk's office under contract #4158-7 .  KDOT has now regionalized the Coordinated Transit Districts across the State effective July 1,2015.  In this regionalization shift by KDOT CTD #12 has been reorganized into the Coordinated Transit District #9, South Central region. The boundaries have been revised in the regionalization process and now includes: Cowley, Harper, Kingman, Sumner, Sedgwick, Butler and Harvey Counties. This regionalization has resulted in additional pass through funds of $674,475.00 and the budget for the original application was reduced by $27,364.00 for a net budget increase of $647,111.00 and a total grant application amount of $1,054,305.00 to be administered by Sedgwick County Department on Aging as the administrator for the CTD#9  and requires an increase in budget authority.  No additional Mill Levy funds are required .

Budget Authority Adjustment:  Yes, additional budget authority in the amount of $337,237 is being requested for FY 2015 and $337,238 for FY 2016.  Budget authority needs to be adjusted to accommodate the additional funds for the grant award. 

 

Personnel considerations:  No change from approved grant.

 

Expected measurable outcomes:  No change from approved grant.

 

Alternatives:  Not approve the increase in budget authority. Without the increased funding authority reimbursement for transportation services in the South Central Region would not be provided by the CTD #9.

 

Policy considerations: N/A

 

Legal considerations:  Program authority is established by the Moving Ahead for Progress in the 21st Century Act (MAP-21) 49 U.S.C. § 5311 and public transportation for non-urbanized areas under the Catalog of Federal Domestic Assistance (CFDA), 20.509. The original grant was approved by the Board of County Commissioners in accordance with the County's grant policies and procedures.  Approval of the budget authority adjustment would be consistent with the agreement between the State of Kansas and Coordinated Transit District No. 9.  Approval is by simple majority vote.
