Recommended Action: Authorize the Chairman to sign the agreement.

Background: The Centers for Disease Control and Prevention's (CDC) Vaccines for Children (VFC) program provides vaccines at no cost to children who might not otherwise be vaccinated because of inability to pay. The program requires participants to comply with CDC vaccine storage and handling requirements which include off-site storage arrangements for vaccines in the event of a power outage or similar incident. The Health Department participates in the VFC program, stores vaccines at its West Central location, and utilizes the E. 9th St. Health Department location as its backup. HealthCore, a not-for-profit community health center, participates in the VFC program in Sedgwick County and stores vaccines at its own facility.

HealthCore is requesting that the Health Department enter into an agreement to provide temporary backup storage for HealthCore's VFC vaccines in the event HealthCore is not able to store its VFC vaccine onsite because of a loss of power. It is in the best interest of the citizens of Sedgwick County to enter into an agreement which supports the proper storage and handling of HealthCore's VFC vaccines to assure ongoing broad availability of vaccines to uninsured and underinsured children in Sedgwick County, particularly in the event of an emergency.

Alternatives: To not enter into the agreement.

Financial Considerations: None. Any expenses incurred from the loss of vaccine will be the responsibility of HealthCore. The term of this agreement will begin the date of execution and remain in effect indefinitely as necessary, until either party chooses to terminate the agreement.
