Youth Residential Center II (YRC II) Program - A Systemic Approach.

Recommended Action: Approve the proposed program, establish budget authority as provided in the Financial Considerations section, and implement staffing table changes outlined on the attached budget impact statement.

 

The overall goal of the YRC II alternative program is to provide a systemic approach that will reduce recidivism in the target population and increase the number of YRC II youth served in local placements vs. placements outside of Sedgwick County.  The program has two main components: delivery of evidence-based cognitive behavioral programming and implementation of the Family Engagement Model.  Target population:  Sedgwick County youth that are committed to KDOC-Juvenile Services custody for out of home placement, with a risk assessment score of moderate or high risk to reoffend, and YRC II placement in Sedgwick County and any subsequent local placement (including home) until discharge from state custody. 

 

Alternatives: Do not approve the program, which impacts the ability to reduce recidivism in the target population.

 

Financial Considerations: 5.0 FTE new positions are requested to be authorized as outlined in the attached budget impact form: 1.0 FTE Corrections Coordinator (Range 126) and 4.0 FTE Intensive Supervision Officer I (Range 123) positions.  If approved, a new cost center would be established for this program.  Anticipated costs to start the program are $82,190 for the time period October 1, 2015 - December 31, 2015.  Of that, $74,540 would be for personnel. A contractuals budget of $900 and a commodities budget of $6,750 is requested for 2015.  Budget authority will be transferred from the Public Safety Contingency for 2015 and 2016 if this program is approved.

 

Legal Considerations:  The authority for this action is K.S.A. 19-101.  A simple majority vote is required.
