CONSIDERATION OF A GRANT IN THE AMOUNT OF $ 2,873,745 FOR THE KANSAS DEPARTMENT FOR AGING AND DISABILITY SERVICES (KDADS) FY 2016 AREA PLAN.

Grant Summary and Timeline: The Central Plains Area Agency on Aging (CPAAA) has been receiving Older Americans Act Federal funding for 35 years. The Kansas Department on Aging and Disability Services (KDADS) requires all Area Agencies on Aging (AAA) to submit an Area Plan that outlines what the community needs are and how federal funds for the planning and service area will be expended. The Central Plains Area Agency on Aging Advisory Council approved the Area Plan on May 20, 2015, the Harvey County Board of County Commissioners and Butler County Board of County Commissioners have reviewed the plan and authorized the Sedgwick County Chairman to sign the Area Plan. The update for the FY 2015 to 2017 Area Plan covers the period of October 1, 2015 through September 30, 2016. The Area Plan will fund the following programs in FY 2016:
OAA III Administration - $93,377 (The OAA administration funds are taken out of the C1 & IIIE funds and are not additonal funds).
OAA III B Support and Community Services - $468,022
OAA III C-1 Nutrition - Congregate - Federal - $723,383 State - $23,832 NSIP - $58,235
OAA III C-2 Nutrition - Home Delivered - Federal - $372,378 State - $785,327 NSIP - $161,103
OAA III D Health Promotion and Disease Prevention - $35,938
OAA III E Family Caregiver Support Services - $245,527
(This is an estimated budget. The final 2016 budget numbers have not been received from the Kansas Department on Aging and Disability Services as the Administration on Aging has not finalized the budget for 2016)

Legal considerations: The Older Americans Act of 1965 established the Administration on Aging and called for the creation of State Units on Aging, including the Kansas Department on Aging and Disability Services. The current federal law may be found at 42 U.S.C. 3001, et. seq. (Public Law 109-365). There are numerous federal and state law requirements imposed upon Area Agencies on Aging, including CPAAA and filing the annual Area Plan. The primary applicable state law is the Kansas Senior Care Act at K.S.A. 75-5926 et seq. This grant application requires approval of the Board of County Commissioners. Approval is by simple majority vote.
