Title

Amendment to Agreement with Substance Abuse Center of Kansas.

Body

Recommended Action: Approve the amendment and authorize the Chairman to sign.

Background: The Community Crisis Center (CCC) seeks to create a center and system of integrated services located in Wichita that holistically addresses the needs of individuals

experiencing a behavioral health crisis. The CCC project expands existing crisis services to promote rapid stabilization and avoid ER admissions, local hospitalization, state

hospitalization and jail bookings. The project expands existing crisis services through the addition of: 23 hour crisis stabilization beds; crisis sobering services with average length

of stay of 8-12 hours; crisis acute medical detox services with average length of stay of 3-5 days; children's short-term crisis residential services.

COMCARE has partnered with SACK  to provide crisis detoxification services at the Community Crisis Center. These services include: assessment services to determine level of care, peer recovery services, sobering services, clinically-managed residential withdrawal management, medically-monitored residential withdrawal management, and discharge planning and referrals to ongoing treatment services.

This amendment marks two changes to the original contract with SACK; the term of the contract is extended until December 31st, 2015 and compensation is reduced by $12,000. COMCARE would like to extend the contracts term from the original term of 1/1/15 - 6/30/15 to 1/1/15 - 12/31/15, extending the contract an additional six months. COMCARE would also like to reduce the original compensation amount of $490,926 to $478,926, a reduction of $12,000. These funds will be used by COMCARE to provide meals at the Community  Crisis Center.

Alternatives: If this amendment is not signed services provided by SACK will no longer have funding, as the current contract expires on June 30th, 2015.

Financial Considerations:

Cost: $478,926.00

Term: 1-1-15 to 12-31-15

Funding: 311036-15

Budget Authority Adjustment: No additional budget authority is being requested, sufficient authority is included in the 2015 budget.

Legal Considerations: The authority for this action is K.S.A. 19-101 and a simple majority vote is required.

Policy Considerations: All Sedgwick County policies have been followed in the development of this proposed staffing change.
