Amendment to the 2015 Capital Improvement Program to Replace the Salt Storage Building at the North Yard.  District 1.

Recommended Action: Approve the CIP Amendment.
 
The 2015-2016 Capital Improvement Program included funding in 2016 for replacement of the salt storage building at the North Yard.  In April of 2015, a storm caused significant damage to the building.  Public Works recommends that the building replacement project be moved up to 2015 rather than expending funds for repair work in 2015 just to replace the building in 2016.
 
Alternatives:
 
Financial Considerations:  Replacement of the building was budgeted for $325,000 in 2016.  Per the CIP Policy, the Chief Financial Officer will transfer any remaining unused budget authority to a capital project reserve account that can be reallocated to other projects.  The CFO recommends use of the capital project reserve to fund this CIP Amendment.
 
Legal Considerations:  The Board of County Commissioners is authorized to amend the Capital Improvement Program under K.S.A. 19-120.
 
Policy Considerations:  The CIP Policy requires that infrastructure projects be included in the approved capital improvement program.
