Recommended Action: Authorize the Chairman to sign the promulgation letter approving the Sedgwick County Local Emergency Operations Plan.

Background: The Sedgwick County Local Emergency Operations Plan (LEOP) is the product of a detailed and focused planning process that was conducted over the last year by members of municipalities and response agencies across Sedgwick County. This LEOP establishes a framework through with the County may prepare for, respond to, recover from, and mitigate the impacts of a wide variety of disasters affecting Sedgwick County. This is achieved by capitalizing on lessons learned from past exercises and real-world events as well as incorporating nationally accepted standards such as the National Incident Management System.

This LEOP has been previously reviewed and discussed by the Board with suggested changes and guidance and implemented in the document.

Alternatives: A local emergency operations plan is required per K.A.R. 56-2-1 and KSA 48-929. The only alternative is to not have an approved LEOP, which could have potential for financial and legal challenges.

Financial Considerations: Sedgwick County Emergency Management currently receives funding from the Kansas Division of Emergency Management (KDEM) in the form of the Emergency Management Performance Grant (EMPG). This grant funds one FTE; Emergency Management Planner. If the Local Emergency Operations Plan is not signed and on-file with KDEM by June 30, 2015, the EMPG funding will be cut by 50%. The cut would be effective October 1, 2015. If a 50% cut happens, there will no longer be enough funding to support the Emergency Management Planner position, thus requiring additional local funding or a reduction in force of this position.
