Agreement to provide after hour mental health emergency services for Southwest Guidance Center.

Recommended Action: Approve the agreement and authorize the Chairman to sign.
Background: As a licensed community mental health center, Southwest Guidance Center must provide 24-hour mental health services for consumers in Seward, Haskell, Mead, and Steven County. They have elected to contract with COMCARE's Crisis Intervention Services (CIS) program, which provides 24-hour mental health services seven days a week for Sedgwick County, to meet this need. CIS will administer after-hour services between 5:00 p.m. and 8:00 a.m. Monday through Thursday, 2:00 p.m. and 8:00 a.m. Friday through Monday, and all holidays. CIS will also provide professional inpatient pre-admission screening services seven days a week twenty four hours a day. The services provided include: 1) crisis intervention, counseling, and consultation for clients of Southwest Guidance Center, or residents of Seward, Haskell, Mead, and Steven County; 2) consultation with professional staff members of Southwest Guidance Center; 3) consultation and referral to professional caregiver, law enforcement agencies, and other service organizations regarding mental health emergency situations; and 4) answering service, information, and referral services; 5) professional inpatient preadmission screening.
The contract outlines the specific guidelines to be followed for services provided. Southwest Guidance Center agrees to reimburse COMCARE $800.00 per month for administrative fees, $35.00 per inpatient screen, plus $2.00 per minute of actual phone usage as reflected on COMCARE's monthly invoice to Southwest Guidance Center. Southwest Guidance Center also agrees to a reimbursement rate of $2.00 per minute for time spent by COMCARE's Master Level Mental Health Professional for providing face-to-face services.
