Grant Summary and Timeline:  The threat of Ebola virus disease (EVD) is a top national public health priority. To protect the nation, the Center for Disease Control (CDC) is providing supplemental funding to KDHE to support accelerated local public health preparedness planning and operational readiness for responding to Ebola. The funding is intended to:

• Support accelerated public health preparedness planning for EVD within state, local territorial, and tribal public health systems

•Improve and assure operational readiness for EVD, Support state, local, territorial, and tribal Ebola public health response efforts

•Assure collaboration, coordination, and partnership with the jurisdictions healthcare system to assist in the development of a tiered system for EVD patient care.

 

If awarded, Sedgwick County will utilize this funding to replace and upgrade personal protective equipment used by our first responders such as firefighters, EMS technicians, and law enforcement officers in a potential Ebola event.

Budget Authority Adjustment:  Yes; budget authority needed for $146,895. Funds will be managed through a new fund center.  Grant period begins April 1, 2015 and ends September 30, 2016.

 

Personnel considerations:  No additional staff will be requested with this grant.

 

Expected measurable outcomes:

1.  By September 30, 2016, the Emergency Preparedness Coordinator will conduct a tabletop exercise to test Ebola preparedness and response capabilities of Health Department and Emergency Management staff.

2.  By September 30, 2016, the Emergency Preparedness Coordinator will ensure Health Department and Emergency Management staff participation and completion of trainings hosted by KDHE which include:

•Refresher training on proper cleaning and disinfecting procedures related to disease control and prevention;

• Regional personal protective equipment training; and

•Risk communications trainings.

 

Additionally, the Emergency Preparedness Coordinator will track personal protective equipment through our inventory management system, Comprehensive Resource Management and Credentialing System, within one week of receiving said equipment.

Policy considerations:  None

 

Legal considerations:   The County’s authority for this action is K.S.A. 19-101 et seq.  Federal law pertaining to this grant program is contained within Title VI of Division G of the Consolidated and Continuing Appropriations Act, 2015 and section 311 of the Public Health Service Act, as amended.  Pursuant to the County's grant policies and procedures, this grant application requires approval from the Board of County Commissioners.  A simple majority vote is required.
