Background: To maintain an integrated, unified system of pre-hospital care in Sedgwick County, hiring a full-time medical director with oversight of all of the major system components (Emergency Medical Services, Emergency Communications, Sedgwick County Fire District 1 and the Fire Department) is critical. This was recognized in 2002 during a comprehensive EMS study by Health Analytics that found a full-time medical director was a major component needed to achieve seamless system function and consistency of training, quality assurance and medical direction. The Medical Society of Sedgwick County strongly endorsed (and still does) this recommendation. Furthermore, a 2003 EMS service agreement between the City of Wichita and Sedgwick County also calls for a full-time EMSS Medical Director funded by the County.

To begin the process of replacing our outgoing Medical Director, a vacancy was posted in early January through March of this year and was also advertised nationally. Applicants were subjected to a very deliberate, in-depth screening and selection process involving all of the participating agencies: senior management from Wichita, Sedgwick County and the Medical Society of Sedgwick County. The physician selected, John M. Gallagher M.D., is currently a practicing EMS Medical Director, is board certified in Emergency Medicine and has a passion for EMS. He completed a specialized EMS track during residency and was mentored by the Pennsylvania State EMS Medical Director.

Initial salary rate will be $193,576. Upon the execution of this agreement, the County agrees to buy out the remainder of the physician's financial obligation under his current employment contract with a lump sum payment of $47,732. Moving and relocation expenses of up to ...
