Recommended Action: Approve the agreement and authorize the Chairman to sign.
This agreement between Sedgwick County and Wheelchair Sports, Inc. is for controlled access to certain County roadways for the purpose of sponsoring and hosting the "Wichita Kansas Adaptive Cycling Omnium - Criterium & Clinic" on Friday, May 29, 2015.  'Controlled Access' is defined as the non-exclusive use of public roadways to the extent that the use does not conflict with public safety as determined by the Sedgwick County Sheriff.  The promoter agrees to coordinate with the Sheriff's Office with regard to traffic control upon County roads.  The use granted is limited to the portion of the Lake Afton Park shown highlighted on the map incorporated as Exhibit A of the agreement

Legal Considerations:  K.S.A. 19-212 allows the board of county commissioners to make such orders concerning county property as deemed expedient and to have care of county property. K.S.A. 19-101 allows counties to make contracts and do all other acts in relation to county property. K.S.A. 19-2801 et seq. allows counties broad authority to operate recreational facilities and activities.  A Certificate of Insurance, approved by the Office of the County Counselor, is required, and will be provided pursuant to Section 5 of the agreement.
