Amendment to the Capital Improvement Program (CIP) for Consolidation of CIP Projects Work Release Security System Upgrade and Update Master Control and Related Peripheral Technology - Adult Detention.

Recommended Action: Approve the amendment to the 2014 Capital Improvement Program.
The Sheriff's department requests that the 2015 CIP "Work Release Master Control" project operate as a seamlessly integrated additional pod to the "Jail Master Control" CIP which will be completed this year. All the pods in the adult jail have been operating with the new system over the past few months and jail staff has already had incidents that have limited exposure to litigation and their detention deputies have learned the new system without difficulty and have improved control of the facility. They feel it is important for the new Work Release Master Control to be backed up by staff in the adult jail master control.
Sheriff's staff has highlighted the importance of being able to operate the Work Release facility as one more pod of a combined detention facility system; combining these two CIPs together will enable that to happen and:
· Provide them with efficiencies of training of officers to be able to operate either facility or operate remotely in emergencies from the adult jail master control system.
· Permit us to retain the contracting team that was competitively chosen for the adult detention facility master control project, through a change order, to seamlessly extend the same system to work release.
· Allow the digital video recording system infrastructure that was built for the adult detention facility to be leveraged to service work release.
· Satisfy the need at the adult detention facility for the replacement of detention grade locks in an additional pod using resources earmarked for use at work release that we think are not as essential (inmate television system and centralized UPS system.)
