Recommended Action: Approve the amendments and authorize the Chairman to sign.

Affiliation agreements serve to subcontract the provision of Intellectual and Developmental Disability (I/DD) services in Sedgwick County to organizations and individuals that have met Kansas Department on Aging and Disability Services (KDADS) and Community Developmental Disability Organization (CDDO) standards. As the CDDO contracting with KDADS for Sedgwick County, these agreements assure that services are provided for eligible individuals with intellectual and/or developmental disabilities.

During the regular service capacity assessment process it was discovered that several contractors do not provide all the services listed on their affiliation agreement. Having services listed that are not being provided results in errors in the service directory and frustration for individuals and families seeking I/DD services. Listed below are the agencies and the changes made to their affiliation agreements:
Advocate Care - eliminated specialized medical care
Apple Services - eliminated overnight respite, supportive home care and supported
employment
Interim HealthCare of Wichita - eliminated wellness monitoring
Progressive Home Health Care - eliminated sleep cycle support, overnight respite,
supportive home care and wellness monitoring
TRUST HomeCare - eliminated assistive services as an agency directed service and
added sleep cycle support as a financial management service

Alternatives: The SCDDO is required to contract with qualified service providers and specify the services to be provided. It is possible to maintain authorization for services not currently being provided, perhaps in anticipation of initiating these services at a future date; however, it results in errors in the service directory and frustration for individuals and families seeking services.
