A RESOLUTION AMENDING CHAPTER 20, ARTICLE IV OF THE SEDGWICK COUNTY CODE RELATING TO RULES AND REGULATIONS FOR THE USE OF SEDGWICK COUNTY PARKS, LAKES AND RECREATIONAL FACILITIES AND THE ENFORCEMENT THEREOF.

RECOMMENDED ACTION: Approve the Resolution.

Body
Chapter 20 of the Sedgwick County Code relating to rules and regulations for the use of Sedgwick County parks, lakes and recreational areas is in need of updating. Following is a non-exhaustive list of the primary areas amendment that is being requested for approval:
· Additions and alterations to several definitions making the rules and regulations as well as the enforcement thereof more clear.
· Several changes in the language that bring the code into conformity with state law relating to firearms.
· Recommended fee and deposit increases that will bring us closer to market levels and reduce our exposure to damage of our facilities.
· Provide a needed exception to the hours of operation for the bike path at SCP.
· Addition of Northeast Sedgwick County Park to chapter 20.
· Prohibiting the feeding of wildlife in SCP except in designated areas (this in an attempt to slow down the denuding of vegetation on the banks of lakes.)

Alternatives: None recommended.

Financial Considerations: 2014 revenues totaled $185,410 based on current Park fees. Additional revenues of $46,991 would be projected based on the recommended fees in the resolution.

Legal Considerations: The county is authorized pursuant to K.S.A. 19-101 et seq. to enact and enforce this resolution; more specifically, K.S.A. 19-2803a allows the county to adopt, by resolution, reasonable rules and regulations regulating and licensing the use and enjoyment of any park, lake or other recreational area by the public and for the protection and preservation of such property.
