Resolution Repealing Resolution 82-11 Allowing District Advisory Boards in Each County Commissioner District.

Recommended Action: Adopt the Resolution.

On April 27, 2011, the Board of County Commissioners adopted Resolution No. 82-11, which allows a District Advisory Board (DAB) in each County Commission district in order to obtain citizen input. The proposed resolution will repeal the ability to allow a DAB in each County Commission district.

Following the adoption of Resolution No. 82-2011 by the Board of County Commission on April 27, 2011, former Commissioner Jim Skelton created the Fifth District Advisory Board (DAB). The purpose of the DAB is to generally provide the Commissioner advice and recommendations regarding matters of public policy, citizen engagement and problems or issues specific to the District. The Commissioner may elect to seek public input by other appropriate means.

The functions of each DAB shall be to:

(a) Review capital improvements and planning issues;
(b) Review local traffic concerns;
(c) Formulate programs within the District to encourage and strengthen citizen involvement to foster effective relationships with local government on behalf of individuals, community groups, neighborhoods and businesses within the District;
(d) Establish and implement an effective method to disseminate and communicate information of interest to residents of the District;
(e) Create ad hoc committees, task forces and study groups that advise and report only to the DAB which created the same, regarding District area concerns or problems;
(f) Work closely with neighborhood organizations, homeowners associations, and community-based groups;
(g) Serve, in close cooperation and coordination with the Commissioner and County staff, as an informal ombudsman for the District on issues of importance to the community; and
(h) Serve as a vehicle for citizen involvement, education and input
