Recommended Action: Approve the agreements and authorize the Chairman to sign.

These agreements with Arrowhead West, Inc. and Day by Day Staff Relief, Inc. dba Encompass Private Duty of Kansas serve to subcontract the provision of Intellectual and Developmental Disability (ID/DD) services in Sedgwick County to organizations and individuals that have met Kansas Department on Aging and Disability Services (KDADS) and Community Developmental Disability Organization (CDDO) standards. As the CDDO contracting with KDADS for Sedgwick County, these agreements assure that services are provided for eligible individuals with intellectual and/or developmental disabilities.

These agreements provide both the ability to bill the Medicaid system directly and to receive payment from Sedgwick County for services that are provided to eligible individuals through August 31, 2015.

Alternatives: The SCDDO is required to contract with qualified service providers that have been selected by an individual who is eligible to receive intellectual and developmental disability services. All listed providers have been selected as the preferred provider for at least one individual.

Financial Considerations: Providers may receive payments directly from Sedgwick County and/or bill Medicaid directly for services provided. Because the ID/DD service system works on a reimbursement basis, funding will not be paid to providers until after the service has been provided and verified. Participants in the Community Crisis Plan receive funding for additional services provided. Four agencies (Arrowhead West, KETCH, ResCare Life Choices, and Starkey, Inc.) participate in the plan. The key component to the Community Crisis Plan is these providers waive the State requirement of having up to 60 days to begin serving an individual in order to meet an individual's needs in crisis...
