Background: In 2008, the then Director of Public Safety, Bob Lamkey, delivered a presentation to the Board of County Commissioners at the Commissioner's Budget Retreat. In his presentation he showed a slide that compared jail population projections from two data sets. One data set was based on annual jail population averages from 1994-2004. The other projection showed a projection based on annual jail population averages from 2005-2007. The former projected massive growth in the jail population. The later projected slower growth, but the growth was still such that it warranted building an expansion to the jail at an estimated cost of 58 million dollars with a 7.5 million annual operating cost.
At the April 4, 2014 Commission meeting Commissioner Norton asked to review Bob Lamkey's projection in comparison to current jail population projections and to estimate a cost differential. This presentation is the response to Commissioner Norton's request.
