RECOMMENDED ACTION: Authorize acceptance of the grant award in excess of the grant application and establishment of budget authority as provided in the financial considerations section of this request; approve the agreement and authorize the Chairman to sign.

Title V is a federally funded initiative used to assist local communities with their juvenile delinquency prevention efforts. The Title V grants program is based on research based framework that focuses on reducing risk and enhancing protective factors to prevent youth from entering the juvenile justice system. Title V applicants must be a local unit of government; however, non-profit organizations can be designated as sub-applicants. On May 23, 2012, the Board of County Commission approved Sedgwick County's Title V Grant Application on behalf of Episcopal Social Services (ESS) Venture House in the amount of $12,160 to continue the family component of their Aggression Replacement Training (ART) program in Wichita/Sedgwick County (Legistar #12-0324). In September 2012, the Juvenile Justice Authority (JJA) approved Sedgwick County's application for an increased amount of $24,321. JJA notified our district that the award increased due to a need to expend the funds because of discontinuation of the Title V grants program. The four existing Title V subgrantees in Kansas are receiving an increase in this final year. Episcopal Social Services plans to utilize the additional funds by increasing the number of family participants from 25 to 50 and by developing and implementing an online learning option.
