To improve service to constituents and to replace an aging and deteriorating facility, SCFD has had a CIP in place for a number of years to relocate Station 36, currently at 63rd and S Rock Rd. After a review of current and future demand patterns and response types, SCFD concluded that moving the station north and west in the vicinity of 47th and Oliver would place resources nearer to the Oaklawn area and the aircraft manufacturing hub in that area, both significant constituents in terms of either call demand or risk. Several available parcels of land were explored in the area, all of which required sewer and water extensions to meet the needs of the Fire District. The most opportune site was located south of 47th on S. Oliver. SCFD 1, assisted by legal and facilities staff have negotiated a mutually beneficial land exchange with Triple J, L.L.C. in which Sedgwick County will exchange the existing Station 36 and its land "as is " (3/4 of an acre of usable land independently appraised for $240,000) for 2.33 acres of land valued at $96,000 plus improvements (water, sewer, site demolition) estimated by the SCFD 1 project architectural firm in excess of $200,000. Triple J, L.L.C. owns or controls the property adjacent to the current Station 36.

The transaction will result in SCFD 1 relocating to a larger, more advantageous ready-to-build location in a fair exchange for its current property. Under the terms of the contract, Triple J, L.L.C. will receive a conditional deed that requires it to make the improvements described in the contract; final ownership will pass to Triple J, L.L.C.when the new station is built and SCFD 1 begins operations from the new location.

RECOMMENDED ACTION: Approve the contract and allow the Chairman to sign.
