Title
Resolution authorizing the allocation and interfund transfer of 2013 budget authority to the Capital Improvement Fund.
Body
Recommended Action: Adopt the resolution authorizing the transfer of 2013 budget authority from the General Fund to the Capital Improvement Fund.
Background: State budget law (K.S.A. 19-120) authorizes the County, having formally approved a multi-year capital improvement plan, to establish a capital improvements fund. Upon establishment of the capital improvements fund, the Board of County Commissioners may authorize interfund transfers of monies from other county funds lawfully available for improvement purposes, including the general fund. Authorized uses of the County's capital improvements fund include the repair, restoration and rehabilitation of existing public facilities.
Approval of this resolution would authorize the transfer of $12,834 from COMCARE's SCOAP General Fund budget to the Capital Improvement Fund. If approved, the funding will be allocated to the SCOAP Crisis Stabilization Unit expansion project to partially fund an amendment to the 2013 Capital Improvement Program. Expenditure authority in the 2013 COMCARE budget is sufficient to fund the requested transfer.
Alternatives: The Board of County Commissioners may elect to reject the resolution which would prevent progress on the amended SCOAP Crisis Stabilization Unit expansion project.
Financial Considerations: If approved, the resolution would authorize the transfer of $12,834 from the General Fund to the Capital Improvement Fund. The funding would be allocated to fund center 31996-234, SCOAP Crisis Stabilization Unit expansion project.
Legal Considerations: The authority for this action is K.S.A. 19-120. A simple majority vote is required.
