Legal Considerations:  K.S.A. 2012 Supp. 41-719 provides for a general prohibition against the consumption of alcoholic liquor on public property.  K.S.A. 2012 Supp. 41-719(e) allows the Board of County Commissioners to exempt county property from said prohibition.
