Resolution Creating Staggered Terms for Appointments to the Solid Waste Management Committee.

Recommended Action: Approve the resolution, and authorize the Chairman to sign.
Per state statute, Sedgwick County has established a solid waste management committee that consists of fifteen members and a non-voting chairperson. The persons appointed represent numerous elements of solid waste management in Sedgwick County, including representatives of the first, second and third class cities; representatives of the private sector including private industry, solid waste management businesses, recycling businesses, and members of the general public. Currently all members serve two year terms, all of which begin and terminate at the same time. The proposed resolution will stagger the appointments and terms so that approximately half of the membership will be appointed every year. The resolution will also provide, as done with other county boards and committees, that members will continue to serve until their successors have been appointed.
Alternatives:
A) Approve the resolution, and authorize the Chairman to sign.
B) Do not approve the resolution.
C) Take any other action deemed appropriate.
Financial Considerations: None
Legal Considerations: The action by the Board is authorized by K.S.A. 65-3405 and 19-101 fourth.
Policy Considerations: Staggering the terms will reduce the need to re-appoint all members every other year. The resolution will also align the appointment of member nominated by the County Commissioners, either individually or collectively, with the election cycles for County Commission seats.
