Title

CONTRACT WITH SEDGWICK COUNTY AND KANSAS PUBLIC TELECOMMUNICATIONS SERVICES INC. (KPTS) FOR 2016.

Presented by:Kristi Zukovich, Director, Communications and Community Initiatives.

RECOMMENDED ACTION: Approve the contract and authorize the Chairman to sign.

Body

Sedgwick County has a long standing relationship with KPTS to provide production and airtime for the weekly County Commission Meeting.  This is a renewal contract that allows for the same provisions that have been in place for several years, including closed captioning.  Sedgwick County contracts for a minimum of two hours per meeting, with excess time paid in quarter hour increments.

The relationship with KPTS has been very good, allowing for additional airtime when County Commission meetings run beyond the scheduled time.  KPTS also allows a wider audience across the County to view the Commission meetings.

Alternatives: Not to provide broadcast coverage for citizens.

Financial Considerations:  $480 per hour with a two hour minimum time period per meeting for regularly scheduled meetings.  All time broadcast in excess of two hours per meeting shall be pro-rated to the nearest quarter hour based on the hourly rate of $480.  Closed captioning will be paid $150 per hour with a two hour minimum time period per meeting for regularly scheduled meetings.  All time broadcast in excess of two hours per meeting shall be prorated to the nearest half hour at a rate of $75 per half hour.  There is no cost increase from 2015 rates.  The minimum total is estimated at $48,000, to be paid from fund center 62002-110.

Legal Considerations:  The authority for this action is K.S.A. 19-101.  A simple majority vote is required.
