A resolution authorizing the County Manager to approve position migrations from the City of Wichita's Office of Central Inspection Department to Sedgwick County's Metropolitan Area Building and Construction Department Staff Table.

RECOMMENDED ACTION: Approve the resolution.
 
Background: On January 1, 2013, the City of Wichita Office of Central Inspection merged with the Sedgwick County Code Department forming the Metropolitan Area Building and Construction Department (MABCD).  Sedgwick County was designated as the "managing" entity for the consolidated work unit.  As such, when a current city position is vacated, it will be transferred to the county.    
Under current county policy, creation of a new position requires the authorization of the Board of County Commissioners.  If approved, the attached resolution would authorize the Sedgwick County Manager to approve these position migrations and add the positions to the department's staffing table.  All funding for these position will be remitted from the City to the County.  
 
Alternatives: Reject the proposed resolution and continue operating under current policy.
 
Financial Considerations:  Budget authority to cover the costs of the positions will be transferred from the County's Operating Reserve to the department's operating budget.  The positions will be integrated into the department's operating budget in the following County budget cycle.  Sedgwick County will receive revenue from the City of Wichita to fund the full cost of former city position as they migrate to the County.
 
Legal Considerations: The authority for this action is K.S.A. 19-101, et seq.  A simple majority vote is required.
